Associate Director of Community Violence Intervention Training, Technical Assistance, and Capacity Building

POSITION SUMMARY

The Center for Children & Youth Justice, founded in 2006 by Justice Bobbe J. Bridge (ret.), is committed to reforming Washington’s juvenile justice and child welfare systems. CCYJ leads communities, our state, and the nation in empowering children and youth, stabilizing families, and strengthening communities through meaningful and lasting reform. CCYJ identifies gaps in the system, researches, develops innovative and creative solutions, and ensures that policymakers integrate these system improvements into practices and procedures. CCYJ’s results are realized into state law, adopted as standing protocols by the courts, schools, and other partners; and they are developed into new interventions for at-risk, abused and/or neglected children and their families. CCYJ has succeeded in driving positive systems change for more than a decade. Following an extensive national search, our Board of Directors appointed our second President and CEO Rachel Sottile in late 2018.

Our passionate staff is deeply committed to the youth for whom we advocate. Our programming is focused on creating systems reform through cultural shifts, policy change, and collaborative efforts informed by young people and families closest to the issue.

The Associate Director of Community Violence Intervention Training, Technical Assistance, and Capacity Building will use a race equity lens to support the development, implementation, ongoing management, and communication of CCYJ’s Community Violence Intervention (CVI) Training, Technical Assistance, and Capacity Building work, involving assessment, training, and capacity building for community-based services organizations engaged in implementing and sustaining the CVI ecosystem in King County, Washington. This position also will oversee the development and maintenance of CCYJ’s web-based training and technical assistance center. This is a full-time position. Reliable transportation is necessary to perform this position. CCYJ’s offices are located in Seattle, Washington.

This position may supervise a group of team members, including Program Managers, Program Coordinators, Program Assistants, and/or agency Interns.

FLSA STATUS

This position is considered exempt under the Fair Labor Standards Act and is therefore not eligible for overtime pay.

ESSENTIAL FUNCTIONS

Programmatic Oversight and Leadership

  • Elevate, and amplify the voices of people most impacted by our state systems and systemic/structural racism and community violence, keeping their voices and perspectives at the forefront of all policy, strategy, and program work.
  • Develop and maintain in-depth knowledge of CCYJ’s Training, Technical Assistance, and Capacity Building program objectives and day-to-day operations as well as CCYJ’s Community Violence Intervention work.
  • Collaborate closely with CCYJ’s Impact team to develop a deep understanding of and connection to CCYJ’s Community Violence Intervention work and the King County Community Violence Intervention ecosystem, partners, and stakeholders.
  • Support Director of PSA in fundraising, budgeting, and overall financial oversight for assigned portfolios of work.
  • Support Director of PSA in strategic oversight related to contract management, procurement management, risk management, scope and change management, communications management, documentation management, and outcome goals and metric management for assigned portfolios of work.
  • Continually work to integrate the assigned portfolios of work, within the Policy, Strategy, and Alignment Team and across CCYJ programs and departments as a whole.
  • Drive the development, implementation, integration, and communication of Community Violence Intervention Training, Technical Assistance, and Capacity Building program strategy and vision.
  • Drive the Community Violence Intervention Training, Technical Assistance, and Capacity Building work flow to completion, meeting deadlines and milestones.
  • Delegate tasks and portions of the programs to program managers, program coordinators, program assistants, and/or other members of the program teams, as appropriate.
  • Coach, mentor, and motivate assigned program staff.
  • Supervise the day-to-day activities of assigned program staff and collaborate closely with the Impact Team and Monitoring and Evaluation Team members, ensuring roles and responsibilities are clear, setting and managing workflow and deadlines. Address issues related to staff members’ fulfilling responsibilities.
  • Build and maintain strong relationships with partners across a variety of professions and those with lived expertise, including law enforcement, elected officials, judges, juvenile court administrators, court staff, service providers, non-profit organizations, evaluators/researchers, youth, families, and community leaders.
  • Collaborate with external stakeholders at partner agencies and across Washington State by developing and managing relationships with subject matter experts, instructional designers, and graphic designers and participating in task forces, workgroups, and external convenings as needed.
  • Support existing, new, and emerging Training, Technical Assistance, and Capacity Building partners by managing the network of agencies CCYJ supports, maintaining communication with a variety of stakeholders, and ensuring the resource development, training, technical, and capacity building needs of project partners are met.
  • Oversee and ensure the quality of contracted services (for example trainers and subject matter experts) as appropriate.
  • May also be responsible for learning or facilitating meetings and workgroups, conducting training sessions, making speeches and presentations, providing public testimony or commentary, hosting conferences, and/or drafting documents and articles for publication, as applicable.
  • Collaborate closely with CCYJ’s Impact Team and Monitoring and Evaluation Specialist to support the evaluation of assigned programs and portfolios of work, including, as applicable, hiring and managing independent evaluators, supporting the development of assessment strategies, developing process and outcome evaluation metrics, developing data collection protocols and processes, and broadly communicating evaluation results to stakeholders.
  • Oversee the planning and coordination of program specific trainings and statewide conferences.
  • Oversee the development and maintenance of CCYJs web-based training and technical assistance center.
  • Oversee and ensure the quality of program related communications and reports to external partners, in partnership with the Director, Monitoring and Evaluation Specialist, and Leadership Team.

QUALIFICATIONS: EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES

Experience and Knowledge

  • Knowledge and credibility in the fields of juvenile justice, child welfare, child development, homelessness, gender responsive programming, community engagement, education, positive youth development and/or organizational development.
  • Knowledge of or willingness to learn best practices in Community Violence Intervention.
  • Demonstrated increasingly responsible experience (typically more than 6 years) in public health, public affairs, social work, criminal/juvenile justice systems, court administration, law, youth development, violence prevention, or other fields relevant to the requirements of the position.
  • Program development, implementation, management, and evaluation experience (typically more than 4 years). with experience in the areas of program logistics, event logistics, registration, and program reporting.
  • Experience working across multiple programs and projects, managing a variety of responsibilities and tasks, and balancing priorities and workflow (typically more than 2 years).
  • Supervisory experience (typically more than 2 years).
  • Experience creating and managing training and technical assistance activities and/or programs.
  • Experience assessing training, technical assistance, and capacity building needs.
  • Experience overseeing the development of web based training and technical assistance resources is desirable.
  • Experience with assessments and qualitative and quantitative research methods and data collection is desirable.
  • Policy development and policy reform experience is desirable.
  • Lived experience in the child welfare and/or youth criminal legal system(s) desired.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

  • This position requires the manual dexterity sufficient to operate phones, computers, and other office equipment, and the ability to sit and to use a computer for significant periods of time.
  • This person must speak clearly using the English language to accurately convey information.
  • Generally good working conditions with little or no exposure to extremes in noises, temperature.
  • Little or no safety or health hazards.
  • Minimal lifting or climbing.
  • Work performed in an office setting as applicable determined by activities.

COMPENSATION

Competitive salary commensurate with skills and experience. The starting salary range is $80,000-$90,000 annually.

  • CCYJ pays 100% of the employee premium for medical, dental, basic life, and both short‐term and long‐term disability. Employees pay the full cost to enroll dependents on medical and dental or to enroll in voluntary life.
  • Transportation Allowance
  • Paid Time Off: All regular employees scheduled to work 30 or more hours per week will be provided a bank of vacation time each calendar year, which can be used only for that calendar year. 20 days of vacation will be available for all full-time employees for use during the calendar year. Vacation for part time employees will be prorated, based on actual hours worked. Employees hired during the calendar year will be provided a pro-rated amount based on their hire date.
  • Sick Leave: All employees are eligible for sick and safe leave. Full time employees (40 hours per week) will be provided 12 days (96 hours) at the beginning of each calendar year, for use in that year. Employees working less than full time will receive a pro-rated bank, based on their anticipated work schedule for the year. Up to 40 hours of unused sick and safe leave can be carried over into the next calendar year.
  • Holiday Pay, and Floating Holiday Pay: Federal Holidays, Floating holidays (2 per year) are loaded at the beginning of each calendar year.
  • Sick and vacation PTO has no cash value upon exit of the company
  • CCYJ complies with all applicable leave laws in accordance with local, state, and federal requirements.
