POSITION SUMMARY

The Center for Children & Youth Justice, founded in 2006 by Justice Bobbe J. Bridge (ret.), is committed to reforming Washington’s juvenile justice and child welfare systems. CCYJ leads communities, our state, and the nation in empowering children and youth, stabilizing families, and strengthening communities through meaningful and lasting reform. CCYJ identifies gaps in the system, researches, develops innovative and creative solutions, and ensures that policymakers integrate these system improvements into practices and procedures. CCYJ’s results are realized into state law, adopted as standing protocols by the courts, schools, and other partners; and they are developed into new interventions for at-risk, abused and/or neglected children and their families. CCYJ has succeeded in driving positive systems change for more than a decade. Following an extensive national search, our Board of Directors appointed our second President and CEO Rachel Sottile in late 2018. Our passionate staff is deeply committed to the youth for whom we advocate.

The Chief Finance & Administration Officer is responsible for oversight and management of finance, administration, human resources, and day-to-day operations including office management and technology infrastructures. The Chief Finance & Administration Officer serves as a member of the Leadership Team that includes the President & CEO and the Chief Program & Compliance Officer. This position plays a key leadership role in ensuring that CCYJ fulfills its mission, ensures a values-based organizational culture, and accomplishes its financial goals.

CCYJ’s offices are located in Seattle, Washington.

This position will be set up to work in a hybrid setting (combination of home office and in-office) and may be subject to change at any time at the discretion of the CEO/President.

SUPERVISION EXERCISED

The Chief Finance & Administration Officer supervises a team of administrative and fiscal managers and associates. This position also oversees various contracted resources (technology, operational support, etc.).

FLSA STATUS

This position is considered exempt under the Fair Labor Standards Act and is therefore not eligible for overtime pay. This position is recognized as a member of the organizational Leadership Team and exercises independent judgment on a variety of issues impacting CCYJ.

ESSENTIAL FUNCTIONS

Lead and Empower a Growing and Diverse Cross-Functional Organization

  • In partnership with the President & CEO and Leadership Team, contribute to the creation and fulfillment of CCYJ’s annual organizational goals and strategies
  • In partnership with the President & CEO & Leadership Team, build and sustain a thriving, purpose-driven, and values-based organizational culture
  • Promote the growth of a high quality and sustainable organizational infrastructure
  • Provide policy, technical, and strategic recommendations
  • Provide assistance to the President & CEO on special projects, as directed
  • Coordinate and communicate with the CEO and Development Team to ensure fluid cross-team interactions
  • Supervise finance and administration staff and consultants, ensuring staff are aligned with vision and direction of CCYJ, and fulfilling their roles and responsibilities effectively
  • Ensure finance and administration staff are aligned with the organizational vision
  • Prepare and present information to CCYJ’s Board of Directors as requested and needed

Organizational Efficiencies & Performance Enhancements

  • Assist in formulating CCYJ’s future direction and supporting tactical initiatives
  • Monitor and direct the implementation of strategic business plans
  • Monitor and conduct performance measures to ensure CCYJ’s strategic direction
  • Evaluate and assess for new and emerging opportunities for CCYJ to strengthen and expand its infrastructure support services
  • Remain current on state and federal regulations, laws, and best practices that impact CCYJ's work and mission

Financial Oversight

  • Prepare and present annual operating budget for CCYJ
  • Work closely with CEO & Leadership Team to build net reserves
  • Oversee and ensure the accuracy of all revenue and expenditures, and the respective required data entry
  • Oversee all accounts payable, accounts receivable, and payroll functions
  • Monitor cash flow regularly, ensuring adequacy for daily operations and strategic goals
  • Coordinate the preparation of financial statements, financial reports, special analyses, and information reports
  • Ensure compliance with local, state, and federal financial, licensing, and taxation reporting requirements
  • Develop and implement finance, accounting, billing, fiscal compliance, and auditing policies and procedures
  • Collaborate with Leadership Team to develop and implement compliance policies and procedures
  • Establish and maintain appropriate internal control safeguards
  • Ensure records systems are maintained in accordance with US GAAP, and filed accordingly
  • Manage audits and 990 preparation with external auditors for timely completion
  • Act as liaison to CCYJ Board of Directors’ Finance Committee

Financial Optimization & Compliance

  • Prepare budgets for prospective grants, in partnership with program staff and Leadership Team
  • Monitor grants/awards accounting, including private philanthropy, federal and other government awards
  • Oversee award fiscal compliance in conjunction with Leadership Team including developing and implementing processes for reviewing grant invoices and backup for accuracy and completeness
  • Oversee and support Senior Accountant with grant/award subrecipients and contractor/vendor organizations as they undergo risk assessments, desk audits/fiscal compliance monitoring, and submit invoices and backup
  • Oversee engagement and provide support to subrecipients and contractors/vendors to build their financial and accounting policy and systems literacy and capacity, as needed
  • Responsible for developing and implementing processes, tools, and potential training to analyze financial statements & grants awards spenddown rates for President & CEO, Leadership Team, and programmatic leadership. Make recommendations to the President & CEO regarding projected or current financial impacts, and to pinpoint potential areas of growth and concern.
  • Monitor, adjust, and rebalance staff allocations and direct award/grants expenses to various funding sources, to ensure fiscal optimization and grant compliance
  • Prepare, submit, and revise annual NICRA/indirect cost rate, and analyze and integrate organizational impact
  • Oversee and provide support to the Senior Accountant in the development of fiscal monitoring tools for financial optimization, communicating to and supporting staff with understanding and utilizing tools in the fiscal management of their portfolios



Operations, Human Resources, & Technology Infrastructure

Operations

  • Create, implement, and regularly update administrative, personnel, and financial policies and procedures and ensure staff understanding and compliance with said policies and procedures.
  • Oversee daily in office, hybrid and work from home operations and management functions of the organization
  • Ensure effective and adequate organizational insurance coverage; general and professional liability, officers and directors, workmen’s compensation, unemployment and property to effectively minimize risk to the organization
  • Ensure all legal and/or business licensing regulations are met on a timely basis and maintain organizational compliance licensing standards.

Human Resources

  • Oversee all human resources aspects of the organization, including job postings, recruitment of a diverse workforce, compensation scales, personnel files, and any performance improvement actions
  • Oversee the design and implementation of a robust and thriving system of staff development that includes orientation, performance evaluation, and professional training and development
  • Oversee regular investigation and analyses of current and potential benefits for employees, to ensure competitive and comparable benefits package
  • Oversee regular monitoring of employee satisfaction and create solutions to strengthen employee’s relationship with organization

Technology

  • Oversee regular investigation and analyses of current and potential technology and outsourcing opportunities available for cost/benefit analysis within CCYJ
  • Oversee technology resources to ensure organization is evaluating and utilizing technology needed to maintain the program and operational infrastructure

QUALIFICATIONS: EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES

Experience

  • Certified Public Accountant (CPA) preferred but not required.
  • Experience as a Controller, Director of Finance and Administration, and/or Chief Financial Officer (typically 4-5 years)
  • Extensive financial and operations managerial experience to include the day-to-day financial, office management, technology, and human resources operations (typically 5 years)
  • Demonstrated increasingly responsible experience (typically more than 8 years) in fields relevant to the requirements of the position.

Skills and Abilities

  • Not-for-profit award/grant accounting in accordance with U.S. GAAP
  • Strong knowledge and experience with organizational financial and compliance structures and administrative supports within businesses

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

  • This position requires manual dexterity sufficient to operate phones, computers, and other office equipment, and the ability to sit and to use a computer for significant periods of time.
  • This person must speak clearly using the English language to accurately convey information.
  • Generally good working conditions with little or no exposure to extremes in noises, temperature.
  • Little or no safety or health hazards.
  • Minimal lifting or climbing.
  • Work performed in an office setting as applicable determined by activities.




COMPENSATION & BENEFITS

Competitive salary commensurate with skills and experience. The salary range is $129,600-194,400.

CCYJ offers a benefits package that includes:

  • Medical/Vision/Dental.
  • CCYJ pays 100% of the employee premium for medical, dental, basic life, and both short‐term and long‐term disability. Employees pay the full cost to enroll dependents on medical and dental or to enroll in voluntary life.
  • Transportation Allowance
  • Paid Time Off: All regular employees scheduled to work 30 or more hours per week will be provided a bank of vacation time each calendar year, which can be used only for that calendar year. 20 days of vacation will be available for all full-time employees for use during the calendar year. Vacation for part time employees will be prorated, based on actual hours worked. Employees hired during the calendar year will be provided a pro-rated amount based on their hire date.
  • Sick Leave: All employees are eligible for sick and safe leave. Full time employees (40 hours per week) will be provided 12 days (96 hours) at the beginning of each calendar year, for use in that year. Employees working less than full time will receive a pro-rated bank, based on their anticipated work schedule for the year. Up to 40 hours of unused sick and safe leave can be carried over into the next calendar year.
  • Holiday Pay, and Floating Holiday Pay: Federal Holidays, Floating holidays (2 per year) are loaded at the beginning of each calendar year.
  • Sick and vacation PTO has no cash value upon exit of the company
  • CCYJ complies with all applicable leave laws in accordance with local, state, and federal requirements.
